This is my local version of irc7. It is mostly Andry's original with 
ircsrv.c from sascharetzki's irc7.2. The main advantage of that
version is that it knows how to ask factotum for passwords, so
invoking it like
	ircsrv -p mynic some.server
will ask factotum for a key matching
	key proto=pass server=some.server service=irc user=mynic !password?

I don't like the display changes to irc7.2's irc.c, and am neutral
about the other changes, so I still use the original irc7's irc.c.

Beyond that, I've made only very minor changes to line up
versions and documentation. More changes may show up in
the future.
