This patch adds support for the Oxford Semiconductor OXuPCI952 UART, as
embodied in a "SATAGear IOI-102" 3.3V/5V PCI card.  It has been "tested"
by running XMODEM at 19.2kbps between the serial card and one of the
motherboard serial ports.
