It makes sense for /lib/vgadb to contain entries for popular
(e.g., Dell) monitors, but probably less sense for me to submit
a patch for every oddball monitor I might have.

This patch to /lib/vgadb causes aux/vga to additionally scan
/lib/vgadb.local if it exists (if it doesn't, no harm is
done).  The net result is that I can maintain my own monitor
database without replica conflicts.
